When referring to the game Pac-Man, use italics, as the game is a "big," standalone work.
To refer to the character of Pac Man, you generally* do not need to add quotation marks.
*An example of an exception to that advice would be if you were explaining how the name was termed: e.g. The original title of Puck Man was changed to "Pac-Man" for international distribution.
